The elastic waistband on the size 3 skirt measures approximately 16" when at rest and stretches comfortably up to about 20" so approximately an inch less for the stretch in this size

hello, the skirt waist measures approximately 30 inches at rest and with quite a stretchy elastic, can go up to 36, 38 inches with the overall length being 31 inches

In the description of the shirt, it says this shirt has button cuffs. It clearly does not. This mistake makes me wonder about the description of the collar. What is a small stitched collar?

Please note that the cuffs were buttoned and pushed up, for an alternate photo please check the item in black. A small stitched collar is a small collar that is edge stitched.

not being familiar with a us size chart we would recommend comparing your waist and hip size with the model's measurement listed in the description . . as labo.art refers to their size 0 as an extra small, the size the model is wearing, we would imagine that would be a comparable choice

Hello! the LABO.ART line tends to run generous in style, not necessarily fit. I would make a comparison measurement of your waist size with the model taking into account there is about a 1 inch grade between sizes. They call their size 0 an xs, but in our store we consider that an xxs with the size 5 being xl. So you could choose a size 2 or 3 depending on height and preference of fit.
