Hi - I’m not sure how I would get an accurate measurement for you, maybe by removing & measuring the insole? I’m happy to have you order both sizes and return 1 size. The the toe box is generous. I wear a US 7.5 and the 37 is perfect for me, the 38 length would be OK but the toe box is too wide.
