Hello, thanks for your question. Here are the measurements, taken with the dress lying flat: Shoulders (seam to seam): 15"; Chest (armpit to armpit): 18.5. The waist has elastic in the back, and the straps that create the knot in front are very long so can adjust to most waist sizes.
Will this dress and/or the same dress in the blue be reduced anymore in price. Top Quality Replica Hermes Belts says 60% off sale on many items, but I’m not sure if either this dress or same in blue will be. Also price difference between the White and blue dress, why different prices. Thank you.

Chest = 21" (Please note, this is an approximation, taken from seam to seam of the front half of the dress. The rear is different fabric with more volume to create the draped effect, which could potentially add more inches. You would use the belt to bring the volume down, or go without for a more free flowing look)
